Saudi Arabia ranked second worldwide in the 2025 Government Technology Maturity Index (GTMI) issued by the World Bank Group, out of an assessment covering 197 countries.

 

According to a statement from the Digital Government Authority, the Kingdom outperformed across all sub-indicators, earning a “very advanced” classification with an overall score of 99.64%. The assessment reflects strong performance in digital infrastructure, core government systems, electronic service delivery, and citizen engagement—among the highest results recorded globally.

Saudi Arabia has made sharp gains since the first edition of the World Bank’s GTMI, ranking 49th globally in 2020, rising to third in 2022, and advancing further to second place worldwide in 2025.
