Saudi Arabia ranks 1st globally in 2025 Digital Readiness Index

Saudi Arabia has ranked first globally in the 2025 Digital Readiness Index issued by the International Telecommunication Union (ITU), after scoring 94 out of 100 within the “very high” category. This marks an advancement to first place worldwide, compared to 90 points and fourth place globally last year.

The Kingdom topped the global ranking, followed by Finland and Germany in second and third place, each with 93 points, as shown below:

The Digital Readiness Index is one of the specialized international indicators used to measure national readiness of digital ecosystems. It evaluates telecommunications and technology systems, policies, and governance tools, based on analytical outputs that include digital regulatory maturity and the development of sector regulations. The index includes 117 indicators, distributed on nine main categories.
