NELC seeks public input on e-learning regulations

The National eLearning Center (NELC) put forth the draft e-learning regulations for public input on Istitlaa platform, effective until Jan. 11.

The new rules aim to regulate e-learning and online training activities in Saudi Arabia, ensuring quality and trust, NELC added.

Article 4 of the regulations clarifies that all governmental, private, non-profit and international bodies practicing e-learning and online training activities in the Kingdom are subject to the provisions of these regulations.

Meanwhile, Article 5 outlines e-learning modes: remote education, hybrid learning, and technology-enhanced learning.

The center, under Article 8, issues licenses to entities and programs, subject to certain conditions: the entities must be authorized by the supervising authority, unless their focus is solely on remote education; show confirmed payment of the licensing fee; and meet the standards and requirements defined by the center.

Also, Article 17 requires entities to complete necessary procedures with the center before contracting with international e-learning or training providers.

Certificates issued for e-learning and training programs, licensed by the center, hold the same value as traditional education certificates in terms of employment and further study opportunities, as per Article 31 of the regulations.
