Housing Ministry kicks off UGRP system first phase

The Ministry of Municipal and Rural Affairs and Housing launched the first phase of the Unified Government Resources Planning (UGRP) system, which is a main initiative of the National Transformation Program aimed at developing a unified system for government resources. The system involves human resources, financial and budget affairs, and supply chains for all associated secretariats and municipalities.

 

In a statement reported by Saudi News Agency, the ministry pointed out that the program seeks to coordinate and unify all major processes, policies, and procedures for shared services, based on the latest accounting practices, human resources, and supply chains.

 

The ministry also stated that the system automates support services procedures for the municipal and residential sectors across 17 secretariats and 268 municipalities across the Kingdom's regions.

 

The project’s first phase included building up a unified general template with the participation of six secretariats, namely Riyadh, Jeddah, Madinah, Hail, Najran, and Qassim, where workshops were organized to develop design and approval mechanisms, unify processes and systems, and ensure consistency and fulfillment of the secretariats and municipalities’ various requirements and work challenges.

 

The system enables users to work on an accrual accounting basis and create cash-based financial statements and monthly reports, in addition to automatic accrual, pursuant to the Ministry of Finance’s relevant regulations and instructions.

 

The project was previously kicked off within the offices of the Housing Ministry and Madinah Municipality, including 6,200 employees. This was a significant step towards the success of the first phase of the project. The second phase of the program is approved to be launched in the first quarter of 2024. It involves the system’s dissemination across the rest of the secretariats and municipalities.
