The financial market injected approximately SAR 46.6 billion into housing programs, thanks to the efforts of the Ministry of Finance and the Saudi Central Bank (SAMA) in supporting liquidity, Minister of Municipalities and Housing Majed Al-Hogail said.

 

During a session at the 2026 Budget Forum, the minister explained that the housing ecosystem will have served more than 1.2 million beneficiaries of housing programs by the end of 2025, while 920,000 families have moved into their homes.

The current year has witnessed more than 90,000 beneficiaries signing contracts for housing investments, he added.

 

According to the minister, the build-to-rent programs under the Real Estate Balance Program saw the signing of more than 20,000 contracts. Besides, the ministry will continue to supply more than 60,000 housing units to these programs, and next year the ministry will supply more than 100,000 housing units for off-plan sales programs.

 

He further stated that the volume of housing finance in the Kingdom reached SAR 938 billion by the end of Q3 2025, adding that the homeownership rate among citizens reached 65.4% by the end of 2024, with a plan to reach 66% in 2026.
 
Al-Hogail highlighted the continued rollout of housing projects through the provision of 107,000 housing units and developed land in 2025, and the addition of 80,000 new units in 2026 to boost real estate supply and achieve the desired price balance. He noted that developmental housing programs have enabled more than 50,000 families to own their homes, along with the provision of 20,000 new rental units in 2026.
