Cost-of-living index for November rose to 104.2 points, according to base year 2023
Saudi Arabia’s inflation declined to 1.9% in November 2025, compared to the previous month, according to the General Authority for Statistics (GASTAT).
The cost-of-living index for November rose to 104.2 points, according to the base year 2023, from 102.2 points in November 2024.
GASTAT enhanced the methodology for collecting and calculating the consumer price index (CPI) in line with international best practices, ensuring greater accuracy and broader coverage.
It also updated the index’s base year to 2023, revised the items and weights of the CPI basket, and expanded geographic coverage to include all regions.
Inflation is measured by the change percentage in the cost of living between the current period and the corresponding period of the previous year. The increase or decline of inflation is measured compared to the previous month.

The higher CPI was mainly driven by a 4.3% year-on-year (YoY) rise in housing, water, electricity, gas & other fuels prices, an increase of 1.3% in food & beverage prices, and a 1.5% increase in transport prices.
The increase in the housing, water, electricity, gas, and other fuels category was primarily driven by a 5.4% rise in actual rents for housing, reflecting higher rents paid by tenants for primary residences.
Meanwhile, prices in the furnishings and household equipment, and maintenance category fell by 0.3%, led by a 3.3% decline in furniture, furnishings, and carpets.
Prices in the restaurants and hotels category also decreased by 0.5%, influenced by a 2.3% drop in hotels.

Inflation fell in Riyadh, Makkah, Eastern Province, Aseer, Tabuk, Northern Borders Province, Jazan, Najran, Al Jouf and Madinah.
On the other hand, inflation rose in Qassim, Hail and Al Baha.
