Saudi Arabia’s Ministry of Municipalities and Housing (MOMAH) revealed that more than 16 million square meters (sqm) of fee-liable white land were developed in 2025.

 

The ministry launched 108,000 housing units under off-plan sales projects; 18,000 units of them were delivered in 2025. It also signed 99,000 housing product contracts and offered 12,000 land plots through the Sakani platform.

 

The executive regulations of the white land fees came into force in August 2025. The regulations set the fee on undeveloped land at up to 10% of its value, in line with urban development priorities, data compiled by Argaam showed.
