REGA to disclose geographic zones for non-Saudi real estate ownership in Q1 2026

The Real Estate General Authority (REGA) declared that the Law of Real Estate Ownership by Non-Saudis, which entered into force as of today, comes in line with a regulatory framework based on the Geographic Zones Document”, noting that ownership in the two holy cities of Makkah and Madinah is restricted to Saudi companies and Muslim individuals from inside and outside the Kingdom.


REGA’s official spokesperson Taysir Al-Mufarrej stated that locations and geographic zones will be announced within the “Geographic Zones Document for Ownership” during the first quarter of this year.

 

He also noted that all information circulated regarding residential or commercial projects permitted for ownership has not yet been officially announced.

 

According to REGA’s official website, the Geographic Zones Document is issued by a decision of the Saudi Cabinet. It sets out the zones in which non-Saudis are permitted to own real estate in Riyadh, Jeddah, Makkah and Madinah, as well as all cities and governorates of the Kingdom.

 

The document includes maps of specific locations detailing the permitted ownership percentages, types of rights that may be acquired, permitted timeframes, and regulatory controls related to non-Saudi ownership of real estate and the acquisition of its real rights.
