Saudi Arabia’s Construction Cost Index (CCI) rose by 1.1% year-on-year (YoY) in December 2025, according to the General Authority for Statistics (GASTAT).

 

The CCI advanced to 101.8 points in December 2025, based on the 2023 base year, compared to 100.7 points in December 2024.

 

The index rise was driven by a 1.1% YoY hike in both residential and non-residential construction costs.

 

The CCI is a relative number that measures changes in construction costs over two time periods for a basket of building materials and construction services. It is considered an important indicator relied upon by planners and researchers in the fields of development and production in general.

Last December, labor costs increased by 1.7% YoY, while energy costs and machinery rental costs were up 9.9% YoY and 1.3% YoY, respectively. Basic material costs went up 0.2% YoY.

In the residential sector, the index climbed by 1.1%, supported by a 1.7% jump in labor costs and a 1.3% rise in equipment and machinery rental costs.

 

In the non-residential sector, the index also inched up amid a 1.5% rise in labor costs and a 1.3% increase in equipment and machinery rental prices.

 

Energy prices in both the residential and non-residential sectors surged by 9.9%.
