Finance Ministry implements Financial Oversight Law

Saudi Arabia's Ministry of Finance announced the implementation of the Financial Oversight Law, issued by the Cabinet on Dec. 1, 2025, as part of efforts to enhance the governance of public funds and improve oversight efficiency in line with Saudi Vision 2030. The new law replaces the Financial Controllers Law.
 

The ministry also issued the executive regulations, outlining application mechanisms and enabling government entities to adopt modern oversight practices suited to the nature and scale of their operations.
 

The law applies to entities funded by the state budget, those receiving government support, grants, or subsidies, as well as entities executing projects or procurement on behalf of government bodies.
 

The ministry noted that the law is based on a mix of oversight methods, including direct oversight, self-monitoring, digital oversight, and report-based supervision, aligned with global best practices and tailored to different entities’ operations.
