DEWA picks ACWA Power to develop Phase I of Hassyan IWP project

Dubai Electricity and Water Authority (DEWA) named ACWA Power as the preferred bidder to develop and operate the first phase of its seawater reverse osmosis plant at Hassyan, said Saeed Al Tayer, Managing Director and CEO of Dewa. 

 

The AED3.35 billion ($914 million) independent water producer (IWP) project has a capacity of 180 million imperial gallon per day (MIGD). 

 

The Dubai utility provider received the lowest bid of $0.36536 per cubic meter of desalinated water of desalinated water, he disclosed. 

 

This project is the largest of its kind in the world for water production based on seawater reverse osmosis (SWRO) technology using solar energy.  It is DEWA’s first IWP model project. 

 

The water desalination capacity in Dubai is currently 490 MIGD. This capacity will increase to 670 MIGD in 2026 with the completion of this project. 

 

DEWA received 29 expressions of interest from international developers to implement the project. It launched the qualification offers on Oct. 18, 2022, and six companies from international developers were qualified to submit their bids. 

 

On May 22, DEWA received two bids from ACWA Power and Abu Dhabi National Energy Co., in response to the request for proposals launched on Dec. 9, 2022.
