Indoor commercial complexes, restaurants, cafes and supermarkets are among the highest job-creating sectors, spokesman for the Ministry of Human Resources and Social Development (HRSD), Nasser Al-Hazani, said.

The decision to limit work in commercial complexes to Saudis and increase localization rates in restaurants and cafes will contribute to the availability of flexible work system for job seekers, Al Ekhbariya TV reported, citing Al-Hazani.

He said that the decision will help students get into the labor market early, and allow job seekers to further improve their income.

The resolution to localize restaurant and café activities will contribute to addressing the phenomenon of commercial cover-up, in addition to giving citizens a greater opportunity to gain experience to hold leadership positions in the future, or to establish their own projects, the ministry’s spokesman stated.

He pointed out that the decision will be implemented in several stages, from 120 days of its issuance, indicating that it allowed job diversity and several leadership positions including branch manager, restaurant manager, customer services manager, sales manager, inventory controller, etc.

The ministry witnessed a commitment from most facilities to previous localization decisions, Al-Hazani indicated, pointing out that there will be periodical inspections of all facilities to ensure their commitment to localization rates and apply sanctions in case of violations.

On April 7, 2021, Minister of Human Resource and Social Development, Ahmed bin Sulaiman Al-Rajhi, issued three decisions to localize a group of activities and professions in the labor market, Argaam reported.
