The official gazette Umm Al Qura published the Executive Regulations for the Contractors Classification Law, which replace the previous regulations issued under Ministerial Resolution No. (4500465523) dated Dec. 10, 2023, in accordance with Article 20.
Under the regulations, requests for classification, reclassification, upgrade, addition, deletion, or amendment must be decided within no more than 60 working days after the contractor completes all requirements.
Requests for extension of classification certificate validity should be processed within 10 working days.
Certificates are issued electronically, and project-owning entities should verify their validity through the Ministry of Municipalities’ official website.
Under Article 6, a contractor’s classification certificate is issued for the relevant field and activity and the appropriate grade, based on available information, data, and evaluation points.
The certificate is valid for two calendar years.
Certificate validity may be extended once only, for 90 days from the expiry date, upon the contractor’s request.
The Ministry’s Agency for Regulating City Operators may cancel a contractor’s classification request if requirements are not fulfilled within 90 days of being notified.
