Saudi Arabia’s Cabinet approved transferring the authority to issue licenses for chemical consulting from the Ministry of Commerce to the Ministry of Energy, under Decision No. 341 dated Nov. 4, 2025, Umm Al-Qura newspaper reported.
The decision also included the agreement of the Minister of Energy and the Minister of Commerce on the timeframes required to implement the transfer of the authority to issue and extend licenses for the profession of chemical consulting.
The Ministry of Commerce shall compile all previous records and licenses related to the profession, including recording every penalty issued against holders of those consulting licenses, in order to provide them to the Ministry of Energy.
The Ministry of Commerce shall continue receiving applications for issuing and renewing licenses until the transfer process is complete.
A team from both ministries shall be formed to work jointly on studying licensing applications during the transitional period.
This approval does not affect the validity of the licenses issued to practitioners of the profession before the approval comes into effect.
The Ministry of Energy shall review the regulatory provisions related to issuing licenses for the profession, including establishing a mechanism for receiving applications and the specific conditions for issuing each license, and shall take the necessary measures and report any matters that require completion of regulatory procedures.
The decision follows a review of a matter referred by the Royal Court, relevant laws and regulations, memoranda, a report from the Council of Economic and Development Affairs (CEDA), and a recommendation from the General Committee of the Cabinet.
