The Council of Economic and Development Affairs held a meeting via video conference today, during which it reviewed a number of key topics and reports.
During the meeting, the council followed up on several procedural matters, including draft laws on general education, consumer protection, and the organization of the national falcon center and its financial sustainability plan. It also reviewed the second phase of the implementation of the Law of Universities, the annual report of the General Court of Audit, and the report of the General Authority for Competition on the restaurant delivery platforms market, as well as challenges and solutions related to education for people with disabilities, state-run news agency SPA reported.
The council also reviewed the monthly report submitted by the Ministry of Economy and Planning, which included updates on the global economy and its expected performance in the coming period.
The report provided a comprehensive overview of the main indicators of the national economy, highlighting its resilience and ability to adapt to global economic changes. It noted accelerated GDP growth, improved activity in the non-oil private sector, higher industrial production levels, and a stable inflation rate of 2.2%.
The council also examined its Strategic Management Office’s quarterly report on the performance of programs implementing Saudi Vision 2030 and national strategies for the third quarter of the year.
It reviewed progress in implementing the vision and its executive programs, achieving strategic objectives, and analyzing performance indicators and accomplishments of national strategies. It noted continued progress across the three pillars of the vision — A Vibrant Society, A Thriving Economy, and An Ambitious Nation — and highlighted the strengthened contribution of non-oil sectors, reflected in GDP growth during the third quarter of 2025.
The report further addressed ongoing efforts and future plans for the third phase of the vision, focusing on consolidating achievements and ensuring sustainable impact.
The council reviewed a presentation by the National Center for Performance Measurement (Adaa) regarding the performance report of government agencies for the third quarter of the year. The presentation highlighted efforts to support and empower government entities in achieving their targets, the overall performance of ministries and government agencies, national and regional strategies, measurement of beneficiary satisfaction with government services, evaluation of user experiences, and future aspirations and steps.
The report noted the continued positive performance of government agencies in achieving the targets of Vision 2030 indicators.
The council also considered a presentation by the National Center for the Non-Profit Sector on the sector’s performance, its social and economic impact, contribution to GDP, key challenges, and proposed solutions.
Additionally, the council examined a draft national strategy for the non-profit sector. This strategy aims to promote the non-profit model as an approach that enhances efficiency and maximizes benefits, while also increasing the sector's contribution to GDP and the number of employees. The presentation included a comprehensive analysis of the current status of the sector, a benchmarking study, identification of strategic objectives, and current and future governance frameworks.
These efforts aim to support the sector’s ambitions and keep pace with its strategic transformation, under the guidance and support of the Kingdom’s leadership.
The council also reviewed the results of the quarterly report of the Permanent Price Monitoring Committee, the monthly executive summary of foreign trade, and two summaries of the monthly Consumer Price Index and Wholesale Price Index reports, along with the underlying core reports on which these summaries were based.
Following the discussions, the council took the necessary decisions and issued recommendations on these matters.
