The Ministry of Human Resources and Social Development (HRSD) launched today, Jan. 1, the fifth and final phase of the decision to mandate electronic payment (e-payment) of salaries for all domestic workers without any exception.

 

In a statement, the Ministry said this decision completes the gradual rollout implemented during 2025. The second phase, in January, targeted employers with four or more domestic workers, followed by the third phase in July for employers with three or more workers.

 

The fourth phase in October included employers with two or more workers, culminating in full implementation for all cases.

 

The HRSD Ministry emphasized that this step represents a significant advancement in formalizing the contractual relationship between employers and domestic workers by documenting salary payments and enhancing transparency.

 

The decision operates through e-transfers via banks and digital wallets approved by Musaned platform.

 

The Ministry affirmed that the e-transfer process is simple and secure. It begins by linking the worker’s mobile number to their residence permit number, followed by opening a bank account or digital wallet in the worker’s name.

 

Employers can then transfer salaries using the “Domestic Workers’ Salary Transfer” service. The service offers multiple benefits, including documenting salary payments and ensuring timely payment. It also simplifies procedures for contract termination or when the worker departs.

 

Additionally, it enables workers to safely transfer their salaries to their families in their home countries.

 

The service also allows employers to authorize representatives to carry out transfers on their behalf through a streamlined electronic authorization process, enhancing flexibility and continuity.

 

The HRSD Ministry confirmed that this initiative is part of its ongoing efforts to regulate the labor market and develop digital services for beneficiaries, in line with the objectives of Saudi Vision 2030, which aims to improve market efficiency, enhance the work environment, and strengthen fairness and stability in contractual relationships.
