Saudi Arabia’s Ministry of Human Resources and Social Development (HRSD) launched the second phase of notarized employment contracts as an executory instrument, covering fixed-term contracts upon renewal or update.

The phase targets fixed-term agreements before expanding to open-ended contracts in the third phase, allowing businesses and workers to adapt gradually, the ministry said on X.

Contracts must be documented or updated via Qiwa Platform and receive an enforcement number from the Ministry of Justice; workers unpaid in full within 30 days, or partially after 90 days, can file electronically via Najiz Platform, with employers given five days to object.

The ministry urged firms to document and update contracts through Qiwa, and called on employers and workers to review its online guidance covering rules, procedures, eligible groups and application steps.

The move, in partnership with the Ministry of Justice, aims to boost transparency, strengthen trust, regulate obligations and safeguard rights, helping reduce disputes and improve contractual relationships.

The step also supports efforts to enhance the reliability of contractual ties and streamline procedures for protecting rights.
