Labor ministry, private sector discuss ways to allow expats to change jobs

The Ministry of Labor and Social Development and private sector entities discussed on Feb. 20 ways to allow expatriate workers to change jobs without the approval of their current employers.

The panel discussed options, which included allowing employees to change job after 1 year from entering Saudi Arabia and signing the contract, or after the expiry of 2 years.

The meeting also highlighted exit visa related issues, without requiring the consent of the employer, with 2 options proposed, covering all or specific jobs to benefit from the scheme.

Also, in case of an employee who left Saudi Arabia with an “exit and return” visa, the panel proposed a 5-year ban for returning to the Kingdom instead of a life ban.

With regards to the final exit visa, the meeting discussed allowing expats to either receive approval from the current employer within the validity of the contract period, or leave without approval.

Meanwhile, if an expat leaves the country with a final exit visa before the end of the contract, the meeting proposed options such as imposing a lifetime ban or a ban for 5 years.
