Saudi Arabia estimates 2026 revenues at SAR 1.14T, expenditure at SAR 1.31T

Saudi Arabia's pre-budget statement estimated state revenues at SAR 1.14 trillion and expenditure at SAR 1.31 trillion for 2026, with an expected deficit of SAR 166 billion, the Ministry of Finance said today, Sept. 30.

 

As for 2025, the Kingdom’s revenue and expenditure are slated to reach SAR 1.09 trillion and SAR 1.33 trillion, respectively, possibly fueling a deficit of SAR 245 billion.

Key Financial Targets in 2026 and over Medium Term:
Saudi Arabia’s Ministry of Finance projected real GDP growth of 4.4% in 2025, aided by an expected 5.0% expansion in non-oil activities, underpinned by positive economic indicators seen in the first half of this year.
 
For 2026, the ministry also expected real GDP growth to accelerate to 4.6%.
 
Additionally, inflation is expected to reach 2.3% in 2025, before easing to 2.0% in 2026, 1.8% in 2027 and 1.9% in 2028, according to the ministry.
 

Saudi Arabia’s 2026 budget is expected to record a deficit at about 3.3% of GDP, with deficits projected to persist at lower levels over the medium term as the government continues to pursue strategic expansionary spending policies to implement projects, programs and initiatives with economic and social returns.
