The 2026 budget sets targets for municipalities and housing, including the delivery of 80,000 residential units and developed plots in partnership with local and international real estate developers across the Kingdom, with total investments of approximately SAR 70 billion.
The plan also aims to serve over 100,000 beneficiaries of housing support, with subsidized mortgages for low-income groups accounting for 35% of total supported contracts, and provide housing assistance to 20,000 families from the most needy groups under the Developmental Housing Program.
According to the budget statement, more than 90,000 Saudi families benefited from housing support programs in 2025, alongside the delivery of over 107,000 residential units and developed plots across the Kingdom.
The budget highlighted improvements in municipal project execution in 2025, reducing delayed projects from 11% to 4.5% through strengthened monitoring mechanisms.
According to data available with Argaam, the Council of Ministers approved the 2026 state budget today, Dec. 2, setting public expenditures at SAR 1.31 trillion and estimating total revenues at SAR 1.14 trillion, resulting in an expected deficit of SAR 165.4 billion.
