Riyadh-based Remat Al-Riyadh Co. launched a public tender for the first phase of a project to design, build, operate and maintain alternative mobility services, including e-bikes and e-scooters, in selected areas of the capital.
According to tender documents published on the Furas portal, the first phase will be structured as a performance-based contract with a service-level agreement and will run for three years.
The company plans to deploy 1,000 vehicles initially, with e-scooters accounting for at least 70% and bicycles at least 10%, across a 22-kilometer first-phase area, with fleet size expandable based on demand and geography.
The documents set the base fare at SAR 0.40 as an unlock fee, plus SAR 1.00 per minute, excluding VAT.
Remat Al-Riyadh said fares may be revised, noting the base fare is the minimum. Pricing can be reviewed at any time during the contract by agreement with the investor, while revenue-sharing ratios and the minimum annual guarantee would remain unchanged in the event of an increase.
The first phase covers Olaya Street, from Makkah Road in the south to the Northern Ring Road in the north, and Prince Abdulaziz bin Musaed bin Jalawi Street, from Makkah Road to King Abdulaziz Road.
The investor will also be required to establish 22 central parking hubs within the first-phase project area.
