Saudi Arabia introduces new Zakat rule on off-plan sales projects

Saudi Finance Minister Mohammed Al-Jadaan approved an amendment to Article 73 of the Implementing Regulations for Zakat Collection, introducing a new clause that outlines how Zakat should be calculated for off-plan sales projects, considering the nature of these developments.

 

The amendment, published in the official gazette on June 15, will apply to fiscal years starting on or after Jan. 1, 2025. Taxpayers may also request to apply the provision retroactively to fiscal years subject to the Implementing Regulations for Zakat Collection under Ministerial Resolution No. 1007.

 

Under the decision, the Zakat, Tax, and Customs Authority (ZATCA) will submit a report to its board of directors addressing the impact of the new Zakat treatment for off-plan projects one year after implementation.
