Edaa adopts amended rules for foreign investors’ full Saudi market access

The Securities Depository Center (Edaa) announced that the Capital Market Authority’s (CMA) board issued a decision, dated Jan. 5, 2026, approving the following:

 

- The amended Securities Borrowing and Lending Regulations (Click here).


- The amended Glossary of Defined Terms Used in the Exchange Rules (Click here).

 

Edaa also announced the issuance of its board’s decision, dated Dec. 22, 2025 approving the following:

 

- The amended Depository Center Procedures (Click here).

 

According to Edaa, the draft proposed amendments aim to diversify the investor base in the Saudi capital market and enhance the market’s attractiveness by allowing all foreign investors to invest directly in shares listed in the main market.

 

Edaa also noted that the amended rules, procedures and glossary shall be effective starting from Feb. 1, 2026.
